Requests for on-site technical assistance should come from the Council's current chairperson or that person's designee. Initial requests made be made by phone. Some written material is required, as explained below and may be forwarded via E-mail, fax, or the postal service.

Each request must be accompanied by a completed PAC Assessment Form(DOC).

You should also provide written responses to the request below. NAMHPAC staff is available to work with you or your group to help you through this application process, document and clarify your needs, and think through the type of technical assistance that will be most helpful to you.



Applications should address the following:
  • Problem definition: Briefly describe the challenges facing your Planning and Advisory Council, or the area(s) for which you are seeking more information or guidance. Possible areas include:

    • Basic organizational, operational, and communication practices such as hosting meetings; funding PAC operations; increasing autonomy and credibility; building relationships with the mental health authority; recruiting members to the PAC; participation of specific stakeholders such as consumers, parents, family members, or required State seats; creating or amending by-laws; or creating a PAC meeting agenda.
    • Special issues your PAC would like to study in depth, such as cultural competency, Evidence-Based Practices, Individual Development Accounts, or leadership skills.
    • Improving your PAC's capacity to meet Federal mandates to plan, monitor, and advocate through improved understanding of the planning process, approaches to monitoring, use of data in decision-making and advocating techniques.

  • What technical assistance or training are you requesting to address the problem(s) you have defined? How will the requested technical assistance or training help address the problem(s)?
  • How will the requested technical assistance or training improve the capacity of your PAC to meet the core Federal mandates for Planning and Advisory Councils?
  • What outcomes are you anticipating as a result of the technical assistance or training you are requesting?

    • What might be different with your Council after this training or technical assistance?
    • What might be different in your mental health system after this training or technical assistance?

Selection for Technical Assistance will be based on:
  • Ability of NAMHPAC technical assistance providers to fulfill the request.
  • Inclusion of key stakeholders in the request for technical assistance or training and participation in the request process.
  • Development of specific and attainable outcomes that will result from the technical assistance or training.
