Vicki - I am not sure how it is in Idaho, but in most places in the country Medicaid accounts for al least half of all expenditures for mental health services. So the fact that doctors (or other providers) experience an undue burden for participation in the Medicaid program is a huge issue.

Is this lack of providers limiting access to needed services? Is this lack of reimbursement causing some providers to opt out of the system, or causing undue hardship? Etc. Etc. if the answer to these questions is yes and this has an impact then I would suggest you bring this up with your council as something to talk about.

If I remember correctly aren't there only one or two psychiatrists in private practice in the Boise area that participate in the Medicaid program?
